As the opportunity to provide public comment on this and other issues is
one  the DEQ takes very seriously, I would ask that all comment
regarding the proposed permitting of this facility be submitted in
accordance with the office public notice, a copy of which is provided
below.  While it is not my intent to discourage communication with
Director Chester, such communication cannot be included as part of the
public record.  Also, at this time, the DEQ is not equipped to accept
official public comment via email.  Therefore any comment on this issue
intended to be a part of the public record needs to be submitted via
mail or delivered during the public hearing.  Thank you for your
understanding.

NOTICE OF AIR POLLUTION COMMENT PERIOD AND PUBLIC HEARING

The Michigan Department of Environmental Quality is holding a public
comment period until January 7, 2005 and a public hearing, on December
2, 2004, on Michigan Waste Services, LLC, proposed reclassification of
the existing medical waste incinerator as a co fired combustor.  The
public comment period and hearing are to allow all interested parties
the opportunity to comment on the Department's proposed conditional
approval of an application for a Permit to Install.  The co-fired
combustor is located at 3900 Christopher Avenue, Hamtramck, Michigan. 
It has been preliminarily determined that the reclassification of the
co-fired combustor will not violate any of the Department's rules nor
the National Ambient Air Quality Standards.  The facility's impact
will not exceed 80% of the available increments for sulfur dioxide,
nitrogen oxides, and particulate matter less than 10 microns. 

Copies of the Department staff's analysis and proposed permit
conditions are available for inspection at the following locations, or
you may request a copy be mailed to you by calling 517 373-7080.  Please
reference Permit to Install Application Number 300-03.

The public is encouraged to present its written views on the proposed
permit action.  Written comments should be sent to the Department of
Environmental Quality, Air Quality Division, P.O. Box 30260, Lansing,
Michigan, 48909, to the attention of the Permit Section Supervisor.  All
statements received by January 7, 2005 will be considered by the
decision maker prior to final permit action.  

A PUBLIC INFORMATIONAL MEETING WILL BE HELD IN OPEN HOUSE FORMAT ON
NOVEMBER 15, 2004, FROM 7 PM UNTIL 10 PM in the Main Gymnasium of the
Hamtramck High School Community Center, 11350 Charest Street, Hamtramck,
Michigan. This public informational meeting is to provide information
and answer questions about the proposed incinerator.  Formal testimony
will not be taken at this meeting.  Questions may be submitted in
advance of this meeting by mail to the Department of Environmental
Quality, Air Quality Division, P.O. Box 30260, Lansing, Michigan, 48909,
to the attention of Ms. Lynn Fiedler, Permit Section Supervisor. 

THE PUBLIC HEARING WILL BE HELD ON DECEMBER 2, 2004, starting at 7:00
PM in the Main Gymnasium of the Hamtramck High School Community Center,
11350 Charest Street, Hamtramck, Michigan.  The sole purpose of this
public hearing will be to take testimony on the record.  The hearing
will be recorded.  Staff will not respond to questions made during
testimony at this hearing.  However, Staff will be available to answer
questions outside the hearing room during the hearing.  

Individuals needing accommodations for effective participation at the
hearing should contact Barb Wilcox at 517 373-2856 a week in advance to
request mobility, visual, hearing or other assistance.
