The Freep editorial is welcome support for the criticisms leveled 
against the disappointingly lame agreement negotiated by the DEQ with 
Dow.  If ever there needs to be an aggressive public accounting for a 
governmental responsiblity that is thus far largely being shirked, the 
Dow dioxin cleanup is it.
