The third proposed CAFO required to seek a permit under the MDEQ’s New, Large CAFO NPDES permit (translation: water quality permit for big new or expanding livestock factories) has a HEARING TUESDAY FEBRUARY 22.  The hearing on the proposed permit for the proposed LIBERTY DAIRY CAFO adjacent to ORLEANS in IONIA County is being held after requests were made by the residents and others, including Sierra Club, that this permit application be subjected to a hearing.  A hearing like this offers a chance both for those who missed the written comment period (which closed January 7) and those who wish to add to their written comments to give testimony to a hearings officer.  During the hearing there is no give and take with the DEQ officials, but it is possible an opportunity for questions and answers will be offered the night of the hearing, depending on the DEQ’s sense of whether there is interest in this in addition to the hearing.

Be sure to look at all the documents: the draft permit is boilerplate language that differs only in providing a couple of specific details (name of receiving waters and the amount of rain that is considered a 25 year, 24 hour rainfall), but the meat of these permits is in the attachment that provides what little detail is required by the MDEQ for the Executive Summary of the Comprehensive Nutrient Management Plan (CNMP).  Those familiar with NPDES permits for other industries may want to look at this to contrast this industry with others, especially wastewater treatment facilities that are handling similar types of waste.

PUBLIC HEARING AND DEADLINE FOR PUBLIC COMMENT REGARDING THE PROPOSED NPDES PERMIT FOR LIBERTY DAIRY, ORLEANS, IONIA COUNTY, for proposed National Pollutant Discharge Elimination System (NPDES) permit for the Liberty Dairy CAFO. The dairy is proposed to be located on Meade Rd., 0.7 miles east of Orleans Rd., Orleans, Michigan. The public hearing will be held at the Orleans Township Hall, 3077 Plamer Rd., Orleans, Michigan.
