DEQ spokesman Bob McCann said the agency has been aggressive under current director Steve Chester in forcing polluters to pay for cleanups.

He said top DEQ officials only become directly involved in negotiations in rare and sensitive situations.

Ongoing negotiations with Dow Chemical Co. over dioxin contamination in the Tittabawassee River valley is one of those instances; Chester and Lt. Gov. John Cherry largely have taken over negotiations.

Translation: It's not about science, public health or Great Lakes water quality it's about politics.

Has any other company other than Dow Chemical been able to garner the attention and political micro-management of Governors and DEQ directors for decades across party lines?  History details that Dow always prevails and  natural resources lose when politics trump science.
