E-M:/ EPA publishes proposed and direct final rule on SE Michigan smog cleanup

Today the U.S. EPA published both a direct final rule and a proposed
rule on maintenance plans for the 1 hour ozone ambient air quality
standard in the Federal Register. This is the standard that Michigan said in 1994 would not be
violated after control measures were put in place....and then Southeastern
Michigan had further violations of the 1 hour standard. This continued
the 30 year history of ozone air quality modeling being wrong in SE Michigan.

Unfortunately, SEMCOG seems to be calling the shots on cleanup
plans in SE Michigan.....and that organization doesn't have the gonads to
specify that SE Michigan gasoline stations control the presently uncontrolled
volatile organic compound emissions from filling consumer gas tanks....

....If you do any traveling you'll note that most major metropolitan areas
require gasoline vapor collection, known as Stage II vapor controls, that
collect gases released by your vehicle gas tank when you refuel....but
not in Michigan. During ozone season this single source probably releases tens of
tons of smog forming pollutants every day in SE Michigan.

Here are today's Federal Register notices on the Michigan state implementation plan.
If no one files any comments, the direct final rule will automatically go into effect.
