As you may have already heard, Barton?s rollbacks for the refinery industry passed 212 to 210.  All Dems voted no, along with about a dozen R?s.  The Speaker had to hold the floor open for about an hour so Barton and Delay could break enough arms to secure passage.  The obnoxious New Source Review provisions were removed from the bill before the final vote to ensure passage, so that?s good news.  But provisions transferring permitting to the Dept. of Energy, requiring communities to pay oil companies if permit appeals are successful, etc., are still in the bill.  But our prospects look a little better after this close vote.
