Walter Youngquist a geologist who is a Fellow of the
Geological Society of America and the American
Association for the Advancement of Science has an
interesting article on the web about whether New
Orleans should be fully be re-built. It can be found

Plainly, the levee system and the channeling of the
Mississippi River in New Orleans before Katrina was
notoriously unnatural and a major disaster just
waiting to occur. To build it back up or strengthen it
further now just does not make any ecological sense.
Also, undoubtedly, the more monies spent on
'environmental' projects like upgrading and
strengthening the levee system [it is going to be
quite costly] means that there will be less money for
real environmental programs that purchase, protect,
and manage lands of high natural habitat and ecosystem
