I have the solution!!

Crystal Lake is in Benzie County which is in an ozone non-attainment area.

Petition MDEQ to declare that non-motorized recreational navigation 
on lakes in non-attainment counties is to be considered Reasonably
Available Control Technology (RACT) for volatile organic compound emission control.

Better yet, determine whether there is water quality impairment from 
polycyclic aromatic hydrocarbons of either a numeric or narrative 
water quality standard from 2 cycle outboard motor effluents and direct
lake use controls justified by a total maximum daily load plan.

Or, at the very least, get MDEQ surface water division toxicologists to 
do human health risk assessment and ecological risk assessment of 
prevailing effluents from 2 cycle outboard motor use in Crystal Lake...to 
further buttress case for use controls.   Maybe Michigan should be a national 
leader to impose controls on effluents and emissions from 2 cycle outboard
motors??   Oh...that's too bad it won't happen 'cause Jennifer hasn't figured out how to do
such things yet.....witness the mercury emission debacle in Alpena and 
MDEQ's decision that it is OK to dump 390 lbs of mercury on the shores of Lake Huron just
because the risk assessment doesn't rule it out.   Jennifer ain't no
Bill Milliken.....

While you're at it....stick it to those Crystal Lakeshore property owners on 
best management practices for controlling non-point source runoff from 
those green lawns and any storm water discharges.....

....just dreaming, kidding, and stretching the boundaries of some radical thoughts....
