I don't disagree with you in principle, however when those who should be responsible fail to perform, then that issue is perhaps best left for later action or discussion. What is needed is solid evidence. If we wait for govt or responsible parties to act, the outcomes are often delayed to the point that is less than satisfying, to say the least. Sometimes the evidence is just gone.
