Another reporter hasn't read the new Michigan water laws, which do not 
define bottled water as a diversion; they define it as a consumptive use, 
and exempt it from the definition of diversion.

While wrong-headed, this is not the same as defining water as a product. 
Will the AP run a correction?

"A key provision in the new laws designates water shipped outside the
Great Lakes basin in containers smaller than 5.7 gallons as a product,
not a diversion."
