Hasn't the primary problem been diversions from the Michigan 
Natural Resources Trust Fund (funded by oil and gas revenues)...that
fund isn't listed here.....why not?

Do the motorized recreation funds really deserve enshrinement and 
protection in the Michigan Constitution?

This proposal is the result of HJR Z which was passed unanimously by the legislature in 2004.
