E-M:/ Holcim- Dundee Cement Plant Busted

Enviro-Mich message from "Alex J. Sagady & Associates" <ajs@sagady.com>

Note that the temperature limits this plant violated are intended as
a measure to control the formation of chlorinated dibenzo dioxin
and furan emissions....highly toxic compounds....and is an
artifact of EPA hazardous air pollution control regulations.

EPA cites Holcim for clean-air violations

CHICAGO (July 26, 2006) - U.S. Environmental Protection Agency Region 5 has cited Holcim (US) Inc. for alleged clean-air violations at the company's portland cement plant, 15215 Day Road, Dundee, Mich.

EPA alleges that Holcim exceeded limits on opacity, or the amount of light obscured by particulates (smoke, dust, ash), in its state operating permit, its permit to install and in state regulations. In addition, the company exceeded temperature limits at its baghouses, which are used as air pollution control devices for the kilns at the facility.

"EPA's mission is to protect public health and the environment," said Acting Regional Administrator Bharat Mathur. "We will take whatever steps are needed to ensure compliance with the Clean Air Act."

These are preliminary findings of violations. To resolve them, EPA may issue a compliance order, assess an administrative penalty or bring suit against the company. Holcim has 30 days from receipt of the notice to meet with EPA to discuss resolving the allegations.

Inhaling high concentrations of particulates can affect children, the elderly and people with heart and lung conditions.

Information on Region 5's air enforcement program is at www.epa.gov/region5/air/enforce/index.html. Potential environmental violations may be reported at www.epa.gov/compliance/complaints/.
