Questions have been raised about the state of Michigan weighing in opposing
the litigation that Sierra Club and various other states have brought
regarding EPA's refusal to take its responsibility to begin regulating
greenhouse gases.  Litigation by the state can be initiated either by the
Governor and agencies under her control, or by the Attorney General, who is
separately elected. 

The information I have been given is that Attorney General Mike Cox is
responsible for Michigan intervening against control of greenhouse gases in
this litigation.
