The answer to this is very clear, those who live in it and the wildlife who feed from it.
We are the caretakers, and by We I mean Nestle, Environmentalists, Corporations, Private Citizens, etc etc etc.
The key is to find a ways for all groups to work together, rather than acting like children and fighting over who owns it. Everyone loses that way.
