Enviro-Mich message from Joel Wiese 1) The libraries were terribly underutilized, part of the reason for the change. 2) The EPA wanted to move the resources online so that more people would be able to access them. 3) Cuts to their budget made the changes necessary. While the reasons above sound fairly straightforward, here's some actual links to the EPA that provide information on the changes. You can decide for yourself what the real story is. In writing, it would seem that the change is generally good, however it doesn't completely match up with what PEER is saying is happening.
