Folks:

Deadlines rapidly approach for public comment on several significant
rulemakings related to wetland and water resources in Michigan (details
chronologically, below).  Sadly, the trend continues in _every_ case
toward less MDEQ review, reduced public notice, and fewer opportunities
for public comment.

These decisions will strongly influence what Michigan does or does _not_
protect over the coming five to ten years, and beyond.  I encourage
everyone to review at least the introduction of the "Docs" listed below,
and to submit comments -- even very brief but relevant comments -- on
those most pertinent to your interests or your locale. 

Shoreline management (or as some call it, "Beach Dooming") has received
somewhat more press than other topics, but none are in the public eye. 
Several (such as so-called "minor activities" and "nationwide permits")
are driven largely by prior USACE decisions.  

>From that perspective, the five decisions may be described thus:
   Lists activities that will not require public notice or review.
   Allows MDEQ to eliminate certain public notice and review.
   Eliminates public notice and review for certain activities.
   Evaluates whether MDEQ policy is consistent with nationwide permits.
   Eliminates MDEQ review of multi-jurisdictional permits.
