Hemlock Semiconductor Corp., partly owned by Dow Corning Corp., plans to spend as much as $1 billion to expand its plant in Hemlock, west of Saginaw, during the next four years.

The goal of the expansion is to nearly double the amount of materials that Hemlock Semiconductor uses to capture solar energy. (emphasis added)
