Education about diving from docks or other structures should be a  part
the Michigan outdoor/conservation experience and heritage....the water 
safety part...communicated between generations.

...along with education about rip currents, swimming with 
friends, how to remove leaches, life preservers and boating safety, 
not using polluted water for recreation, knowledge about 
occasional western Lake Erie flooding, ice safety on the Great Lakes and 
inland lakes, storm conditions on the Great Lakes, lightning hazard 
awareness....

There is no substitute for the experience and knowledge of the Michigan outdoor heritage....
...enacting silly law regulating private behavior is certainly not the answer.
