Hi Alex,

Just to clarify, the plan posted on the DEQ website and referenced in today's calendar is not the Coastal Zone Management document that defines how Michigan administers the CZMA.  It is actually a plan for identifying the types of properties that would be eligible to receive matching funds under NOAA's Coastal and Estuarine Land Conservation Program (CELCP).  You can find more about the CELCP program at http://coastalmanagement.noaa.gov/land/welcome.html.  

We encourage anyone who is interested in coastal land protection to take a look at Michigan's Draft CELCP plan and to submit comments.  This plan will help Michigan take advantage of federal funding that is available for the preservation of our most important coastal resources.

This appears  in today's MDEQ calendar and is really important....Michigan 
coastal zone plan under the federal coastal zone act..   I've not read it yet, but
I do know that federal guidelines on these plans have very specific requirements
for certain land uses and water permits in coastal zone regions....i.e. CAFO 
operations......

Folks should check to see whether MDEQ followed rules on the actual 
designations of coastal zone areas in addition to planning requirements.

DRAFT COASTAL ESTUARINE AND LAND CONSERVATION PROGRAM PLAN. The Michigan Coastal Management Program (MCMP), Coastal and Land Management Unit, Environmental Science and Services Division of the Michigan Department of Environmental Quality (MDEQ), has developed a draft state Coastal Estuarine and Land Conservation Program (CELCP) Plan consistent with the National Oceanic and Atmospheric Administration (NOAA) guidelines, in consultation with representatives of state and federal agencies with land management responsibilities in Michigan, environmental organizations, land conservancies, and other stakeholders. Coastal states that develop their own plans consistent with federal guidelines are eligible to compete for federal funds for land acquisition. States with approved plans may pass the federal funds through to state agencies or local communities as cost-share grants for acquiring coastal and estuarine areas that have significant conservation, recreation, ecological, historical, or aesthetic values. The draft Plan is available for review on the Coastal Management website at www.michigan.gov/deqcoastal.
