Dear Michigan:
(Apologies for duplicative distribution.)  
NPS = non point source, or pollution that doesn't come out of a permitted
pipe, such as rain water or snow melt that washes across a parking lot or
road surface and then flows into a catch basin that flows directly to a
stream.  Please read and comment back to DEQ by their Feb. 8 deadline.

We've initiated public review of the draft NPS Program Plan update
and a copy of the document has been posted on the DEQ's NPS Web site
at  www.michigan.gov/deqnps  (under the information/education heading). 
The Federal Clean Water Act requires the States to develop and routinely
update a NPS Management Plan and the draft NPS Program Plan is our
latest effort to meet that requirement.  The public comment period is
scheduled to close on February 8, 2007.  Please feel free to distribute
this note to any interested stakeholders.  Thanks - Charlie.
