The politically charged question of how best to regulate large-scale water
withdrawals in Michigan boils down to a question of trust, according to people
on both sides of the debate.
Local environmental activist Kathy Evans asked Van Woerkom what it would take to get him to drop his opposition to giving groundwater the same level of public trust protection that surface waters already enjoy under Michigan law.
