Jeff Kart of the Bay City Times writes about some 
potential evolution of MDEQ's view on whether
algae and nutients are causing water quality impairment in 
Saginaw Bay and the Saginaw River Watershed.

Now, the next thing to worry about is MDEQ designating 
Saginaw Bay as impaired, but failing to designate the 
entire watershed as contributing to that impairment and 
failing to take a watershed approach to solving the problem 
under the aegis of water quality based effluent limitations 
and total maximum daily loads required by the Clean Water Act.

There is still also the matter of MDEQ adding over 3800 miles of 
Michigan streams and rivers to "Category 4C" which is 
effectively an off-ramp to allow Michigan county drain commissioners
to trash water quality and create impairments without being 
encumbered by the Clean Water Act.
