E-M:/ Golf Course construction at Jean Klock Park, Benton Harbor

Copied below is an excerpt from Alex's posting "Notable stuff in MDEQ calendar".

It amazes me that the Granholm administration is continuing to support the destruction of Jean Klock Park in Benton Harbor.  Although I voted for Governor Granholm and even made a campaign contribution, if she and her administration continue to support the Harbor Shores Development in clear violation of the public trust embodied in Jean Klock Park, Governor Jennifer Granholm will go down in my book as one of the worst Governors in Michigan's entire history.

HARBOR SHORES DEVELOPMENT - BENTON HARBOR

HARBOR SHORES COMMUNITY REDEVELOPMENT INC. (HARBOR SHORES) IS THE HOLDER OF
INTEREST OF A 4.61-ACRE DEQ CONSERVATION EASEMENT (EASEMENT) LOCATED IN THE CITY
OF ST. JOSEPH, BERRIEN COUNTY. The easement was originally required as part of
DEQ Permit Number 00-11-0047-P to the Michigan Department of Transportation for
mitigation associated with bridge and M-63 Klock Road interchange construction.
The permit required creation of 2.5 acres of wetlands to mitigate for 1.64 acres
of wetland impact. Harbor Shores is the current owner of the property and
requests modification of the easement to remove approximately 1 acre of easement
area that contains an elevated upland berm that bisects the easement. Removal of
the area from the easement will allow for the construction of a golf cart path
needed to provide access for golf carts between Golf Holes 5 and 6. Harbor
Shores is requesting the proposed modification of the easement to avoid the
construction of an 850-lineal feet boardwalk through wetlands that will have
more impact upon wetlands than the proposed golf cart path. No compensation has
been offered for the removal of the upland area from the easement; however, the
area to be removed is not wetland and the cart path should have no significant
negative impacts on the remaining wetland mitigation areas. Submit written
