correction of fragment from a prior message....correction in capitols....

MUCC's Muchmore is apparently ready to PLACATE the electric 
utility industry as well since his statement at a 2007 
public hearing on the Liberty Renewable Fuels public 
hearing (WHEN HE SPOKE AS A corporate officer of that entity) was that
cooling tower evaporative water emissions should not be considered as 
an out of basin water transfer.
