The Senate's original proposal would have allowed water pumping that could destroy up to 5 percent of a cold stream's fish population before a state permit would be required. The House version would have set the standard at just a 1 percent fish population decline. The compromise in the final bills passed by the Legislature puts the proportion at 3 percent.
