Ethanol industry gets EPA to change Paved Road PM emission calculation
to show lower emissions in calculations.

13.2.1 Paved Roads

    * <http://www.epa.gov/ttn/chief/ap42/ch13/draft/proposedrevisonsto_c13s0201.pdf>Proposed Revisions To Roadway Fugitive Dust Estimations Using AP-42 Chapter 13 (PDF 410K) and <http://www.epa.gov/ttn/chief/ap42/ch13/draft/fugdustrev_b13s0201.pdf>Paved Road Modifications to AP-42 Background Documentation (PDF 1.10M) - September 2008
    * Please note that these proposed AP-42 revisions will change estimated fugitive dust emissions from paved roads and may affect promised SIP obligations, conformity issues, transportation strategies, and regional emission inventories. Basically, the Corn Refiners Association created new test data at high truck weights which were reviewed and validated by us. We confirmed their mathematical analyses and the new equations shown in the attached documents. The proposed revisions show lower emissions for large vehicles traveling slowly (e.g. trucks on haul roads) and, for the L.A. example (Item V in the Overview), lower emissions for urban roads and higher for rural. This revised Section will be on this website as a draft for sixty days and go final by mid November if there are no major technical or scientific changes. Comments on the revisions are due to John Bosch (<mailto:bosch.john@epa.gov>bosch.john@epa.gov) in the Measurement Policy Group by November 7, 2008.
