What happened to Governor Granholm's promise made six years ago to reunite the Michigan DEQ and DNR back to one functional agency with full cooperation to protect the 'Public Trust' resources of the state?

A bill that would return authority to a citizens board to appoint the secretary of the Department of Natural Resources stands its best chance of passage in more than a decade.
Environmentalists and conservationists want to remove the governor's power to appoint the head of the DNR and return it to the seven-member Natural Resources Board.
They argue that Wisconsin's original system of natural resource regulation was created in 1927 under the guidance of Aldo Leopold, the father of modern wildlife management, to help insulate the agency from politics.
