MDEQ Air Quality Division Public Notice

March 3, 2009

Dear Interested Party:

This letter is in reference to a Permit to Install application for Consumers Energy?s proposed
installation and operation of a new 930 MW (gross power output) coal-fired Advanced Supercritical
Pulverized Coal boiler, steam turbine generator, and auxiliary processes and equipment at the
existing Karn-Weadock Generating Station. The facility is located at 2742 North Weadock
Highway, Essexville, Michigan. The Permit to Install application is identified as No.
341-07.

The Michigan Department of Environmental Quality (MDEQ) has announced a public comment
period on the draft permit conditions, as required by state requirements and Title 40 of the Code of
Federal Regulations (CFR), Part 51.161. The public comment period is to solicit written comments
prior to making a final decision on the permit application. Written comments received during the
comment period will be considered in the final permit decision. Please mail comments by May 6,
2009, to Ms. Mary Ann Dolehanty, Acting Permit Section Supervisor, MDEQ, Air Quality Division,
P.O. Box 30260, Lansing, Michigan, 48909-7760.

Comments may also be submitted from the webpage http://www.deq.state.mi.us/aps/cwerp.shtml

No. 341-07 listing). Comments sent via email must be received by midnight on May 6, 2009.
On March 26, 2009, an informational session in panel format will be held from 6:00 p.m. until 10:00
p.m. at the Bay Valley Resort and Conference Center, Royal Troon Room, 2470 Old Bridge Road,
Bay City, Michigan. During this Question and Answer session staff will be available to provide
information and answer questions about the proposed project.

The public hearings will be held on April 14 and 15, 2009, with formal testimony taken at that time.
On April 14, a public hearing will be held at 7:00 p.m. in the Bay Valley Resort and Conference
Center, Royal Troon Room, 2470 Old Bridge Road, Bay City, Michigan. Staff will be available to
answer questions prior to the hearing from 6:00 p.m. until 7:00 p.m. in open-house format.
Additional public hearings will be held on April 15, 2009, starting at 12:00 p.m. until 2:00 p.m. and
again at 7:00 p.m. in the Bay Valley Resort and Conference Center, Royal Troon Room, 2470 Old
Bridge Road, Bay City, Michigan. Staff will be available to answer questions prior to the hearing
from 6:00 p.m. until 7:00 p.m. in open-house format.

The sole purpose of the public hearing will be to take formal testimony on the record. During
testimony, questions will not be answered; however, staff will be available to answer questions
outside the hearing room.

After resolving any issues raised during the public comment period and the hearing, a final decision
will be made on the permit application.
