Since a similar idea is being thrown around here as a way to "plug holes" in
Michigan's budget deficit, it is useful to see that the White House is
(appropriately) saying NO to diverting stimulus funds to pay down state
debts.  It is not as if Michigan doesn't have a huge number of GOOD legal
ways to use these funds!

Sanford's stimulus request denied

WASHINGTON - White House budget director Peter Orszag on Monday rejected
Gov. Mark Sanford's request to use some of South Carolina's
economic-stimulus funds to pay down state government debt, telling the
governor the funds must be used to save or create jobs.
