        The Northeast-Midwest organizations are searching
         for qualified individuals to fill two positions.


POLICY ANALYST ON INDUSTRIAL EFFICIENCY AND HIGH-SPEED RAIL
-----------------------------------------------------------

     The Northeast-Midwest Institute is looking for a policy analyst
with congressional experience to work on two issues:  industrial
energy efficiency and high-speed rail.  The individual will organize
Capitol Hill sessions, advance policy options, and track legislation
related to both initiatives.

     Roughly half of the analyst's time will be spent on industrial
energy efficiency issues and staff-related work with the Congressional
and Senate Task Forces on Manufacturing.  The analyst will spend the
other half of his/her time working to advance a high-speed rail
network in the Midwest.

     The analyst will prepare short briefing materials on the
potential impact of energy efficiency on manufacturing performance. 
She/he also will develop a network and arrange Capitol Hill briefings
on a midwestern high-speed rail network.  On both issues, the analyst
will pursue contacts with trade associations, individual
manufacturers, environmental organizations, as well as government
officials.  She/he also will develop and make presentations on policy
options.

     Applicants should have several years of work experience related
to the development and promotion of environmental and economic
development policies.  Capitol Hill experience is required.  Also
needed are quality writing and speaking skills, and the ability to
work well with diverse interest groups.

     The Northeast-Midwest Institute is an equal opportunity employer. 
The position's annual salary will be approximately $30-35,000,
depending upon experience.  Health care benefits are provided.

COORDINATOR OF THE SENATE GREAT LAKES TASK FORCE
------------------------------------------------    
     The Northeast-Midwest Senate Coalition and its Great Lakes Task
Force are looking for a legislative assistant to coordinate bipartisan
congressional efforts that can advance environmental quality
throughout the Great Lakes.

     The Great Lakes Task Force focuses on both appropriations and
authorizations.  Of particular interest to the Great Lakes in the
105th Congress will be consideration of the Clean Water Act, and
possibly the Clean Air Act.  The legislative assistant will spend
substantial time tracking budgets and advancing appropriations for key
programs benefitting the Great Lakes basin.

     The legislative assistant will work in the office of Senator John
Glenn (D-OH), chair of the Senate Great Lakes Task Force, but she/he
will work with a bipartisan group senators from the region.  The
legislative assistant also will cooperate with the House Great Lakes
Task Force, co-chaired by Reps. Steve LaTourette (R-OH), James
Oberstar (D-MN), Vernon Ehlers (R-MI), and John Dingell (D-MI).  The
legislative assistant, moreover, will help supervise two Sea Grant
fellows on detail to the Task Forces.

     Applicants should have several years of work experience related
to the development and promotion of environmental policies.  Capitol
Hill experience is required.  Also needed are quality writing and
speaking skills, and the ability to work well with diverse interest
groups.

     The Northeast-Midwest Senate Coalition is an equal opportunity

depending upon experience.  Senate health care and pension
benefits are provided.
