NORTHEAST-MIDWEST WEEKLY UPDATE -- 2 MARCH 1998



BRIEFING ON COMMUNITY AND STATE-BASED ENERGY PROGRAMS

     Several members of the Northeast-Midwest Congressional Coalition
on Monday, March 2, are sponsoring a discussion on successful
community and state-based energy programs.  Representatives of state
and local organizations will brief staff on current issues concerning
the Low-Income Weatherization Program and the State Energy
Conservation Program.

     The briefing is scheduled for 3:00 p.m. in room 121 of the Cannon
House Office Building.  The discussion will focus on appropriations
issues and the impact of electricity restructuring on community and
state-based energy programs.

     Charlie Bartsch recently spoke at a brownfield forum in Elmira,
New York. ... Tina Kaarsberg presented a paper on industrial energy
efficiency at the annual meeting of the American Academy for the
Advancement of Science, and she prepared a paper for the Industrial
Energy Technology Conference. ... Dick Munson spoke about utility
restructuring at the American Bar Association's annual natural
resources conference. ...  Dick Munson and Paula Duggan discussed
federal funding allocations before the Midwestern Governors
Conference. ... Ted Illston participated in meetings in St. Louis of
the Upper Mississippi Basin Association and the Environmental
Management Program Coordinating Committee. ... Allegra Cangelosi spoke
about invasive species at a meeting in Clare, Michigan, of Great Lakes
sport and commercial fishermen, and about the Great Lakes
Congressional and Senate Task Forces before a session in Chicago of
the Great Lakes chapter of the Nature Conservancy.
