WATERSHED ASSISTANCE GRANTS REQUEST FOR PRE-PROPOSALS
U.S. EPA's FY 98 Pilot

EPA seeks to award financial assistance ($300,000) to a nonprofit
organization or other entity eligible under Section 104(b)(3) of the
Clean Water Act to support an organization's efforts to enable local
partnerships to protect and restore watersheds.  Funding will be
provided for the organization to make subawards to local watershed
partnerships (as represented by groups such as nonprofits, tribes, and
local governments) to support their organizational development (e.g.,
meeting space, expert facilitation, and coordinators).   EPA and other
federal agencies will be substantially involved in helping the
organization carry out the project, but the decisions regarding
subawards will be made by the recipient organization, not by the EPA or
other federal agencies. 

Ideally, the organization would have the following characteristics:
expertise in watershed management and/or organizational development
issues, demonstrated ability to work with different kinds of
organizations, demonstrated ability or capacity to disperse and track
subawards to others, history of successful performance as a grant
recipient, and ability to leverage resources and minimize overhead.
