Northeast-Midwest Weekly Update -- 8 June 1998

     The Northeast-Midwest Congressional Coalition on Friday, June
12, will sponsor a luncheon briefing on financing issues associated
with the redevelopment of brownfield sites.  Randy Muller, Vice
President for Environmental Services at the Bank of America, and
Charles Bartsch, Director of Brownfield Financing Studies at the
Northeast-Midwest Institute, will lead the discussion.

     Coalition leaders on Friday also will introduce legislation to
help leverage private investment in the clean up and redevelopment of
brownfield sites.  Spearheaded by Reps. Marty Meehan (D-MA) and Bob
Franks (R-NJ), the Brownfield Redevelopment and Environmental
Revitalization Act also clarifies the applicability of many existing
programs, including those at the Small Business Administration, to
brownfield cleanup.

     At the briefing, Bartsch will provide an update on federal and
state brownfield efforts, and he will summarize the numerous
legislative proposals that could further improve the climate for
cleanup and redevelopment.  Muller will address the private sector's
current level of investment in contaminated property, obstacles to
further investment, and the role of public-sector incentives. 

     The briefing, which will include lunch, will be on Friday, June
12, from 12:30 pm to 2:00 pm in room HC-8 of the U.S. Capitol.

     The Northeast-Midwest Institute's web site includes updated
information on economic and demographic trends for each of the 18
northeastern and midwestern states.  The site features state-by-state
data on labor markets, economic activity (including housing permits,
per-capita income, gross state product), government spending,
demographics, and age groups.

     The site also provides links to key state agencies, numerous
Northeast-Midwest publications and periodicals, and summaries of
brownfield legislative proposals.

     Beginning June 15, Cameron Proffitt Taylor will be the
Northeast-Midwest Senate Coalition's legislative director.  Taylor,
the current LD for Rep. Tim Holden, replaces Geoff Brown, who becomes
a senior legislative assistant for Senator James Jeffords.  Taylor
will work out of Senator Jeffords' office (728 Hart) and will
maintain the Coalition's phone number (224-0606). ... Michael Adanti,
president of Southern Connecticut State University, has been elected
to the Northeast-Midwest Institute's Board of Directors. ... Jennifer
McGuinn, a graduate student in chemistry and education, has joined
the Institute as a staff assistant.
