Levin Adds Floor Amendments for the Great Lakes

Three Cheers for Senators Levin and Glenn who stood up for the Great Lakes
during the Senate's floor debate on the Senate Energy and Water
appropriations bill.

The amendments added $500,000 to initiate the second phase of the sediment
technology development program (known as ARCS) pursuant to WRDA '96. They
also clearly authorized the Corps to use ecosystem restoration funds for
lamprey barriers. This use is clearly within the scope of ecosystem
restoration program which targets restoration of impacts created by Corps
navigation projects. The amendments also provided funds for the National
Contaminated Sediments Task Force to begin the work it was authorized to do
since 1992.

A more comprehensive summary of the Energy and Water and other
appropriatons of interest to the Great Lakes will be forthcoming via
Rochelle soon. Meanwhile, if you have a chance, it's a good time to let
Senator Levin know that his energy for Great Lakes issues is greatly
