Dear Great Lakes Colleague:

The purpose of this letter is to invite you to submit information that
will be included in a progress report on the Binational Toxics
Strategy. The strategy was signed on April 7, 1997 by the U.S.
Environmental Protection Agency and Environment Canada, and commits the
two countries and their partners to a set of challenges to *virtually
eliminate* key persistent toxic substances that affect the Great Lakes
basin. To implement the strategy, a number of workgroups have been
formed that have broad participation, and whose role it is to assist in
carrying out implementation activities.

A progress report is being developed and will be released and widely
distributed in the fall of 1998. Your assistance is needed to provide
the best examples of activities by partners to achieve progress to date
in addressing the strategy substances in the Great Lakes Basin. I
request that you transmit this information no later than August 25,
l998. It can be in the form of short case studies, project
descriptions, or other write ups that describe partnerships developed,
or similar initiatives, such as pollution prevention efforts. Materials
submitted should reflect progress to reduce or eliminate level 1
substances, and if possible, please provide quantification of
reductions, or actual environmental results achieved. Please include
not only completed activities, but also those that are underway or are
planned to be implemented in the near future, within the l998-1999 time
frame. I encourage you to send existing materials, if you already have
such activities documented in other reports. The enclosure provides
further information on reporting. I am also requesting the name of a
contact from your organization who can work with us on this report.

Thank you for your consideration of this matter and for your support to
clean up and protect the Great Lakes. I look forward to marking the
important progress we are making in implementing the Binational Toxics
Strategy. If you have any questions about this effort or about the
Strategy, please call Vicki Thomas (312)886-6942 or Deborah Siebers
(312)353-9299 of the Great Lakes National Program Office, or visit the
website at www.epa.gov/bns/.

Sincerely yours,
