OUTER CONTINENTAL SHELF/LAND LEGACY INITIATIVE - Sen ENR S. 25, to provide
Coastal Impact Assistance to State and local gov, to amend the OCS Lands Act
Amendments of 1978, the Land and Water Conservation Fund Act of 1965, the
Urban Park and Rec Recovery Act, & the Federal Aid in Wildlife Restoration Act
to establish a fund to meet the outdoor cons and rec needs of the American
people, S. 446, to provide for the permanent protection of the resources of
the US in the year 2000 and beyond, S. 532, to provide increased funding for
the LWCF & UP&RR Programs, to resume the funding of the State grants program
of the LWCF, and to provide for the acquisition and development of cons and
rec facilities and programs in urban areas, S. 819, to provide funding for the
Natl Park System from OCS revenues, the Lands Legacy Initiative, which would
fund the LWCF, and the role of the Council on Envir Quality and its
involvement with the Federal land managements agencies, after receiving
testimony from G Frampton, Jr., Acting Chair, Council on Envir Quality.
Sen EPW reported S. 880, to amend the CAA to remove flammable fuels from the
list of substances with respect to which reporting and other activities are
required under the risk management plan program; The nomination of G Frampton,
Jr., to be a Member of the Council on Envir Quality.
SUPPLEMENTAL APPROPS - Conferees continued to resolve the differences
between the Sen and Hse versions of H.R. 1141, making emergency
supplemental approps for the FY ending September 30, 1999.
