GLIN==> NEMW/Great Lakes Hill Update - WRDA Conference



       
     Here's the quick version of the run-down on some Great Lakes provisions in 
the WRDA conference.  Both chambers plan to vote on the conference before 
recess.

        Section #209 - Merged House #210 and Senate #206 - Beneficial Use of    
                        Dredged Materials, non-traditional partners.
        Section #210 - Senate Section # 205 slightly modified, - Aquatic        
                        Ecosystem Restoration, non-traditional partners
        Section #330 - House Section #328 - Forgiveness of interest on the Soo  
                        Locks.
        Section #372 - House Section #371 - St. Mary's River deepening
        Section #441 - House Section #416 - similar to Senate Section #225 -    
                        Western Basin of Lake Erie
        Section #455 - Great Lakes Basin Program - Senate Section 223 modified  
                        to include House Section 425.  Gives the Corps not more 
                        than 3 years (rather than 18 months) for the 1st        
                        strategic plan.  Strategic plans authorized at $1       
                        million for FY 2000 - FY 2003 rather than open.
        Section #456 - Senate Section # 104aaa - Great Lakes Navigation System  
                         Study. 
        Section #506 - Senate Section # 224 - Sea lamprey
        Section #508 - Senate Section # 102m - Measurement of Lake Michigan     
                        Diversions
        Section #539 - House Section #547 - Lake Ontario and St. Lawrence River 
                        Water Levels
        
     
Apprarently not included:
        House Section 505 - Great Lakes RAPs - allowing non-traditional partners
        House Section 221 - Cooperative Agreements for Environment and          
                                Recreation, non-traditional partners
        House Section 216 - Remediation, Restoration and Reuse, brownfields     
                                affecting water resources
