CONFERENCE ON TRANSPORTATION AND TRADE

     The Northern Great Plains Initiative for Rural Development
(NGPIRD) on October 20 and 21 in Sioux Falls, SD, is sponsoring a
conference on the trends in the agriculture and food products,
manufacturing, and transportation sectors of the Northern Great Plains
regional economy.  The session hopes to identify "out-of-the-box"
insights into how these sectors will impact the region during the next 
ten years, and how the region might strategically respond.

     The conference is part of a strategic analysis being conducted by
NGPIRD and the Northeast-Midwest Institute.  The analysis will
forecast regional, national, and international trends in commodity 
agriculture, food production and consumption, and manufacturing that
may impact or offer economic opportunities for the Upper Midwest. 
This information will be correlated with trends in the transportation
sector in order to make recommendations regarding the region's
infrastructure investments and trade and transportation policy.

BRIEFING ON BROWNFIELD SHOWCASE COMMUNITIES

     The Northeast-Midwest Congressional Coalition and the Senate
Smart Growth Task Force on Wednesday, October 20, will host back-to-
back briefings on brownfield revitalization.  The briefings, conducted
by the National Association of Local Government Environmental
Professionals (NALGEP) and the Council for Urban Economic Development
(CUED), will focus on the public return and success stories that have
resulted from government and private investments in brownfield
redevelopment.  

      Presenters will be local officials from the 16 Brownfield
Showcase Communities, which include:  Baltimore, Chicago, Dallas, East
Palo Alto (CA), Eastward Ho! (FL), Glen Cove (NY), Kansas City, Los
Angeles, Lowell (MA), Portland (OR), State of Rhode Island, Saint Paul
(MN), Salt Lake City, Seattle/King County, Stamford (CT), and Trenton
(NJ).

     The first briefing, on the Senate side of the Capitol, is
scheduled to begin at 9:30 am in room 430 of the Dirksen Senate Office
Building.  The House briefing will begin at 11:00 am in room 210 of
the Cannon House Office Building.
