     GLIN-folks!

For those of you interested and/or active on federal appropriations issues, I
wanted to give you a heads up that we will be operating on a very tight
timeframe this year.  Members of Congress have been told to have all requests
for FY 2001 funding to the subcommittees by March 15.  So, if you are planning
letters to your Senators/Representatives, send them now.  Those wishing to
testify before the Appropriations committees (or provide written tetimony)
should send (to the Committee) a request to testify in writing by March 1. 
Letters should indicate the specific program on which you wish to provide
testimony.

A few notes on the Administration's FY 2001 Budget...

    A nearly $95 million increase for Coastal Zone Management grants
    A new National Estuarine Research Reserve along the St. Lawrence River
    Level funding ($59 million) for Sea Grant
    A cut (to $6.0 million) for the Great Lakes Environmental Research Lab 
    Maintenance of the GL water level gauges
    A $3 million increase for the Great Lakes Fishery Commission    
    An increase of $2.5 million for the International Joint Commission
        (directed to the Lake Ontario Control study)
    Increases for Corps National Environmental Restoration programs
    0 funding for Corps GL Tributary Sediment Transport models
    0 funding for RAP Technical Assistance
    $1 million (for planning) for a new Soo Lock
    0 funding for deepening the upper St. Marys River
    0 funding for Corps Zebra mussel control research
    $400,000 for construction of the dispersal barrier in the Chicago Ship &    
Sanitary Canal
    $3 million for Corps Aquatic Nuisance Plant Control research
    Approximately level funding for FWS Aquatic Nuisance Species program
    0 funding for the grants component of the GL Fish and Wildlife Restoration  
program
    Level funding (including funds needed to complete the vessel retrofit) for  
the USGS/Great Lakes Science Center (Fish Lab)
    $500,000 for continued USGS Great LAkes mapping
    $110 million for acquisition of a new GL icebreaker
    Level funding for the national Coast Guard Ballast Water program    
    A cut (to the FY 95 level of $13 million) for the EPA Great Lakes National  
Program Office
    $50 million to EPA for Great Lakes restoration at Areas of Concern
