BRIEFING: CONSERVATION AND REINVESTMENT ACT (CARA)

The Northeast-Midwest Congressional Coalition on Monday, May 8,
will host a briefing on the Conservation and Reinvestment Act (CARA,
H.R. 701), which is expected to begin floor debate on Wednesday.
Introduced by Reps. Don Young (R-AK), John Dingell (D-MI), Billy
Tauzin (R-LA) and George Miller (D-CA), CARA would dedicate over $2.8
billion of Outer Continental Shelf Revenue to natural resource
protection. CARA was voted out of the House Resources Committee last
November and currently has 315 bipartisan cosponsors.

Speaking at the briefing with be Dan Beattie with Rep. Dingell,
who will give an overview of H.R. 701, and David Goldston with Rep.
Sherwood Boehlert (R-NY), who will discuss possible floor amendments
that could result, among other changes, in a redistribution of funds
in favor of northeastern and midwestern states.

Senator Mary Landrieu (D-LA) and 11 bipartisan cosponsors have
introduced a Senate counterpart (S.2123). Senator Jeff Bingaman (D-
NM) and ten Democratic cosponsors recently proposed an alternative,
S.2181. Speakers for those bills also have been invited.

The briefing on Monday, May 8, will run from 4:00 pm to 5:00 pm
in room 2167 of the Rayburn House Office Building.
