GLIN==> Monitoring Program Inventory for Upper Connecting Channels



Dear Colleague,
Environment Canada, Michigan Department of Environmental Quality, Ontario
Ministry of Environment, and the US Environmental Protection Agency pledged
their cooperation to restore the shared upper connecting channel Areas of
Concern in 1998. The Four Agencies have agreed to coordinate and facilitate
monitoring efforts to establish baseline conditions and track progress
toward the restoration of beneficial uses. As an initial step towards that
goal, the Four Agencies need to identify existing monitoring programs.
Monitoring programs of interest include ambient environmental monitoring as
well as permit, utility, and municipal monitoring. The specific areas of
interest are:
* the St. Mary's River from Lake Superior to Lake Huron including its
binational watersheds;
* the St. Clair River and Detroit River from Lake Huron to Lake Erie
including their binational watersheds as well as Lake St. Clair.

We are asking you to circulate the attached form to those organizations
which operate existing monitoring programs in the specified areas. The Four
Agencies will use the responses to plan discussions with monitoring agencies
in a number of ways including a possible workshop(s). The purpose of the
discussions would be to foster communication, collaboration, consistency,
effectiveness, and data access.
The attached file is an Adobe pdf file which you can print, fill out, and
fax back to Scott Painter at Environment Canada (905-336-4609). If you have
problems printing out the file or questions regarding the survey please
contact Scott at 905-336-4641 or scott.painter@cciw.ca. I would like to
receive your response by mid-June if possible so that the agencies can begin
their discussions, however late responses will not be ignored.
The top third of the form asks for information about yourself and your
program. The middle third asks you to identify which impaired use(s) the
monitoring program addresses. The bottom third deals with specifics such as
the frequency of monitoring, the media being monitored and the
chemicals/parameters being monitored.
Please circulate this message and its attachment to others whom you feel
would be conducting relevant monitoring.
