The Great Lakes Fishery and Ecosystem Restoration Provision authorizes $100
million for projects to enhance the management of Great Lakes fisheries, not
$100 million per year. The authorization contains no time reference, so the
funds would remain available until spent (whether one year or longer).
Congress will then need to authorize additional funds. Still great news for
the region.

FYI, Items from the WRDA 2000 Conference report (passed yesterday by the
Senate - House passage expected today).  Great Lakes Task Force letters are

if you would like more background on these provisions.


GLTF request (May letter)

Great Lakes Remedial Action Plans and Sediment Remediation
Demonstrations - Alters the cost sharing from a 50% local to 35% local
share.  Raises the authorization ceiling from $5,000,000 to $10,000,000 per
year.  Extends the program through 2006.

Great Lakes Tributary Models - Authorizes $5,000,000 per year through 2006.
Senate language imposing a cost-share requirement was struck.

Great Lakes Fishery and Ecosystem Restoration - Authorizes $300,000 for
study and $100,000,000 per year for projects to enhance the management of
Great Lakes fisheries.

Great Lakes Soft Engineering of Shorelines - Not included.

Environmental Dredging - Authorizes non-profit entities to act as
cost-sharing partners for Environmental Dredging projects.


Great Lakes Task Force Request (July Letters)

Great Lakes Dredging Levels Adjustment - Authorizes deepening of channels
during periods of exceptionally low water (below low water datum) to ensure
minimal operational depths.

Contaminated Sediments Restrictions - No language was included restricting
dredging (by either the EPA or the Corps) for remediation of contaminated
sediments.


Other Great Lakes items

Export of Water From the Great Lakes - Identical to the Senate language.

Senators Levin and Abraham conducted a colloquy with Chairman Senator Smith
and Ranking Member Senator Baucus to clarify the intent of this provision on
the
floor yesterday.
