Request for Proposals:
Clean Air Transportation Communities:
Innovative Projects to Reduce Transportation Emissions and Greenhouse
Gases

EPA's Office of Transportation and Air Quality (OTAQ) is pleased to
announce a competition soliciting proposals from state, local, regional,
multi-state, and tribal government agencies involved with climate change
and transportation/air quality issues! EPA is looking for innovative
pilot projects that will spur reductions in transportation-related emissions
of criteria pollutants as well as greenhouse gases, by decreasing vehicle
miles traveled (VMT) and increasing use of cleaner technologies, at the
local level and throughout the United States. EPA is particularly
interested in encouraging projects that incorporate at least one of the
following:
- Smart Growth efforts that reduce transportation-related emissions
- Commuter Choice
- Green Fleets/Cleaner Vehicles

This is the first of what will be an annual solicitation competition
that offers seed money and technical assistance to support projects that
will
achieve real, quantifiable emissions reductions.
To this purpose, EPA is making available financial assistance to each
recipient, in the form of cooperative agreements.

was also announced in the Federal Register on 2/21/01 (66 FR
11021-11028).
OTAQ requests that agencies interested in submitting a proposal send an
optional letter of intent by March 14, by fax or e-mail, to the attention of
Mary
Walsh (734) 214-4052 (fax) or walsh.mary@epa.gov. To ensure equitable
access to additional information, EPA is scheduling four conference calls
to answer questions from potential applicants (dates, times, and call-in
numbers are given in the solicitation and will also be posted at
"www.epa.gov/otaq/whatsnew.htm"). Interested agencies should submit
proposals to EPA postmarked by April 24.
