Great Lakes Restoration Grants

On April 1, 2001, the National Oceanic and Atmospheric Administration will
be announcing how it plans to spend the $30 million included in the
Commerce, Justice, State Appropriations bill (H.R. 4942, H. Rept. 106-1005)
for fiscal year 2001.  The money is to be used for competitive grants for
community-based coastal restoration activities in the Great Lakes region and
will be passed through to states with their normal CZM allocation later in
the summer.  Although there could be some last minute changes, NOAA plans to
give each state a minimum of $1,750,000 and a maximum of $7,000,000.  NOAA
will retain 2.5% of the funds for Administration expenses.

Conference Report:

"Great Lakes Coastal Restoration Grants .--The conference agreement includes
a new appropriation of $30,000,000 for matching grants to be awarded
competitively to state and local governments to undertake coastal and water
quality restoration projects in the Great Lakes region. Proposals funded
under this program should be consistent with a Great Lakes State's approved
coastal management program under section 306 of the Coastal Zone Management
Act. Restoration projects eligible  for funding would include contaminated
site cleanup, stormwater controls, wetland restoration, acquisition of
greenways and buffers, and other projects designed to control polluted
runoff and protect and restore coastal resources. NOAA is directed to
develop and submit to the Committees on Appropriations an implementation
plan for this initiative no later than January 15, 2001."
