NATIONAL SYMPOSIUM ON TRADE AND THE GREAT LAKES TO BE HELD APRIL 19 AND 20,
2001.   REPRSENTATIVE MARCY KAPTUR PRESENTING MAJOR POLICY SPEECH AT
CONFERENCE

On April 19 & 20, 2001, The University of Toledo college of Law and the
Legal Institute of the Great Lakes will be presenting the fourth annual
symposium on Great Lakes' Law, Science and Policy.  This year's program
entitled Trade and the Great Lakes explores the effects of waterborne trade
on the Great Lakes.  Attending the conference will be a distinguished
assembly of speakers including one of the leading private economists from
Canada, the American and Canadian heads of the respective portions of the
St. Lawrence Seaway, a leading researcher on the waterborne pathogens in
ballast water, and major figures in the area of inter-lake and international
trade.

The Hon. Marcy Kaptur, U.S. Representative from the 9th District Ohio and a
senior member of the Democratic Party on the House Appropriations Committee
will be the featured dinner speaker on April 19th.   Representative Kaptur
has indicated that she will be making a major policy speech on issues
involving the Great Lakes.

Panelists speaking at the event include Warren Jestin, Chief Economist of
the Bank of Nova Scotia (Scotia Bank) who will address the general impact of
trade on the Great Lakes' economy; David Knight, Editor of the Great
Lakes/Seaway Review who will discuss the current status of the cruise
industry on the lakes; Jack Hervey from the Federal Reserve Bank of Chicago
discussing the effect of genetically modified grain on the grain trade and
Professor Fred Dobbs from Old Dominion University who will report on the
present of biological pathogens in Ballast water and will describe his
current research on Great Lakes' shipping.

Dinner and Representative Kaptur's speech are being held at the University
of Toledo's Lake Erie Center.  Before dinner there will be a tasting of
wines from all of the Great Lakes' states and Ontario.

The symposium will be held at the SeaGate Centre in Toledo, +Ohio.  .
