GLIN==> Engler aide warns Perrier could undermine effort to save water

MECOSTA COUNTY -- In a "conscience-clearing" memo to his boss, a senior aide
to Gov. John Engler warned about the possible negative consequences of
offering tax breaks to a bottled-water company seeking to pump as much as
720,000 gallons a day near Big Rapids.
