BRIEFING AND LETTER ON WETLANDS PROTECTION
------------------------------------------

The Northeast-Midwest Institute on Tuesday, January 8, will host a briefing on the Supreme Courtís SWANCC decision and its implications for wetlands and other waters. The Court in January 2001 issued a decision -- Solid Waste Agency of Northern Cook County (SWANCC) v. United States Army Corps of Engineers -- that reduced protection of isolated wetlands and other waters under the Clean Water Act.

Speakers will include representatives of the National Mitigation Banking Association, Congressional Research Service, Association of State Wetland Managers, and National Wildlife Federation. The hour-long-briefing on January 8 will begin at 1:30 pm in room SC-6 of the U.S. Capitol.

In a related action, Senators Joseph Lieberman (D-CT) and Carl Levin (D-MI) are seeking signatures on a letter that asks the Environmental Protection Agency and the Corps to develop joint guidance in order to help states understand and respond to the SWANCC decision.
