BRIEFING:  AMTRAK
-----------------

The Northeast-Midwest House Coalition and Coalition of Northeastern
Governors on Wednesday, July 17, will host a briefing on CONEG's recent
report, Northeast and Mid-Atlantic States:  Investors in Intercity
Passenger Rail That Serves the Region and the Nation.  CONEG staff and
representatives from several northeastern and mid-Atlantic states will
discuss intercity passenger rail and the implications of Amtrak's
current financial situation for passenger rail service in the region.

The July 17 briefing will run from 2:00 pm until 3:30 pm in 2253 Rayburn
House Office Building.


LIHEAP APPROPRIATIONS
---------------------

Two new tables highlight the diminished purchasing power of LIHEAP
appropriations and the level of appropriations needed to equal LIHEAP's
1982 level.  Those tables can be found at:

GUIDE TO FEDERAL GRANT PROGRAMS
-------------------------------

In response to several requests, the Northeast-Midwest Guide to Federal
Grant Programs highlights how each state fares from federal grants.  it
describes how major allocation factors affect payments into the
Northeast-Midwest region.  It also provides rundowns on each of the 18
northeastern and midwestern states.  Released several months ago, the

SMART GROWTH AWARDS
-------------------

The U.S. Environmental Protection Agency (EPA) is accepting applications
for the first National Award for Smart Growth Achievement.  This
competition is open to local or state governments and other
public-sector entities that have successfully created smart growth
initiatives.  Details, including an application packet, are available
at:  http:www.epa.gov/smartgrowth/awards.htm.


BRIEFING:  SMART GROWTH AND HEALTH
----------------------------------

The Livable Communities Task Force and Northeast-Midwest Coalition on
Thursday, July 18, are sponsoring a briefing on the connection between
smart growth and physical inactivity, one of the nation's most pressing
health problems.  Presentations will be made by the National Coalition
for Promoting Physical Activity, Association of Pedestrian and Bicycle
Professional, and American Planning Association.

The July 18 briefing will run from 3:00 pm until 4:30 pm in 121 Cannon
House Office Building.  Refreshements will be provided.
