BRIEFING:  INSTALLED CAPACITY (ICAP) CHARGES

The Northeast-Midwest Congressional Coalition on Monday, June 23, will host a briefing on installed capacity (ICAP) charges.  The session will address whether Northeast-Midwest constituents are paying too much for their electricity, or whether ICAP is necessary to ensure the electricity market's stability and fend off blackouts.  The charges are substantial, reaching $4 billion annually in northeastern states and a projected $1 billion in several midwestern states.  The June 23 briefing will begin at 2:00 pm in 2105 Rayburn House Office Building.

BRIEFING:  TRANSPORTATION PLANNING

The Senate Smart Growth Task Force on Wednesday, June 25, is hosting a briefing on transportation planning.  Speaking about priorities in the reauthorization of TEA-21 will be representatives of the American Planning Association, Association of Metropolitan Planning Organizations, and Surface Transportation Policy Project.  The June 25 briefing will begin at 10:00 am in room 236 of the Russell Senate Office Building.

LEGISLATION:  ALGAL BLOOMS

The Senate Great Lakes Task Force last week obtained an amendment to the Harmful Algal Bloom and Hypoxia Amendments Act of 2003 (S. 247) that addresses problems in the Great Lakes.  The Task Force's language authorizes a scientific assessment of harmful algal blooms and hypoxia in the Great Lakes in order to examine the causes and make recommendations for solutions.  Rep. Vernon Ehlers (R-MI) introduced similar legislation in the House.
