BROWNFIELDS LEGISLATIVE UPDATE

----------------------------------------------

The Northeast-Midwest Institute has published a summary of recent federal legislative activity associated with brownfield cleanup and redevelopment.  After summarizing the status of brownfield-related appropriations for fiscal 2004 and the president's budget request for fiscal 2005, the update lays out pending Senate and House brownfield-related proposals in four categories:  HUD-related, EDA-related, tax-incentive focused, and petroleum-related.   Click here to read the new report.

GREAT LAKES WATER MANAGEMENT

-----------------------------------------------

The Great Lakes Task Forces on Tuesday, June 9, will host a briefing for congressional staff by the Council of Great Lakes Governors on its draft Great Lakes water management agreement.  In 2000, Congress directed the Great Lakes states, in consultation with the Provinces of Ontario and Quebec, to develop and implement a mechanism that provides a common conservation standard embodying the principles of water conservation and resource improvement for making decisions concerning the withdrawal and use of water from the Great Lakes Basin.  The Council's goal is to provide draft agreement(s) for public review and comment by mid June.

BASE CLOSINGS AND MILITARY PRESENCE IN THE NORTHEAST-MIDWEST

--------------------------------------------------------------------------------------------

The Northeast and Midwest stand out as the nation’s least guarded regions at a time when military concerns increasingly focus on homeland defense and as the U.S. Defense Department prepares to significantly reduce its installations on home soil.  A full report on base closings and military presence in the Northeast-Midwest -- complete with detailed state-level data on Defense Department personnel, current Defense Department facilities, and major sites closed as a result of prior recommendations from Base Realignment and Closure Commissions -- is available to paying members of the Northeast-Midwest Congressional and Senate Coalitions and to states that support the Institute.  Click here to read a summary of that report.
